From Marcia Sims, who struggles in the shadows of San Francisco's Potrero Power Plant to nurse her dying sister and to prevent the construction of an even bigger power plant in her neighborhood, to the Latino community of South Gate in Southeast Los Angeles, California residents are confronting the effects of a build-first, question-later power policy.
